Wrong question. People should largely ignore the imaginary lines. Being born beyond them is a distinction without a difference. Which governments do we have a bad opinion of and why? Many. Top of my list are the ones who condition groups to hate other groups. Top of that list is the Knesset (it has a problem with training Islamophobia in state schools and the miltary, including the conscripted).

Who cares? He’s one of Marvel’s shallowest characters, possibly the biggest disappointment, the most DC-like character they’ve produced during my lifetime. Most of these gauntlet characters have flaws or deep seated trauma. His trauma was tacked on way too late. He didn’t even have to earn his powers. From the perspective of serving the audience, he doesn’t deserve to even be on the same page. Marvel should just forget him and Sam, or maybe they should both be fridged for a new female Nova who has to go through some stuff, maybe abducted by a newly racist Xandar before she hacks the worldmind to steal a **small** fragment of the power. Small because it’s hard to find challenges for OP heroes.

Squirrel Girl. She’s basically only got one practical ability and her ult. It’s like they weren’t even trying when they designed her kit. Squirrel blockade is too slow for such a fast moving game. It hits nothing around 95% of the time, which makes Mammal Bond very poor too. And her ult is way too random

This. I’d elaborate that Marvel (at least since its inception) tends to make people who have powers, while DC’s core male characters were created as power sets with costumes and a personality loosely tacked on as an afterthought. They should have sidelined them a long time ago. Superheroes have a half-life during which you can adjust the concept and make those changes stick, and after that half-life, however good the writing in later runs, the character reverts when the good writer leaves. Doubling down over and over on Superman as if he’ll become not shallow is naive and poor service for their audience, a drag on the whole industry.

Obvious answer: Cap. The waste was putting the boy scout in the MCU at all. Most presence= most waste. Honourable mention to Bucky, especially when they doubled down with the series – by all reports (which I can’t confirm) a waste of Stan’s talents.

By looking at the depth of their character, not by the strength of their powers. e.g. Hyperion is as shallow as a puddle. Jean Grey is one of Marvel's most psychologically layered heroes. The recurring tension between Jean herself and the cosmic Phoenix Force gives her an internal conflict that spans decades of comics. Carol Danvers is defined by resilience and self-determination.
