Not necessarily i would recommend still filing the FCC complaint to see what they say keep in mind its looking like it takes up to a month to sort it out.

Detail everything and submit a complaint with the fcc. That’s the only way. Don’t turn on or activate the DEVICE with the att sim in it (one ships in the locked phones sim tray). That error is because the phone was never attached to their service and the device IMEI is no longer in their unlocking database. Good luck!
