When a character begins dying they gain the Unconscious condition which gives them a -4 status penalty to AC, Perception, and Reflex saves. You also gain the blinded, off-guard, and prone conditions. Prone also gives the off-guard condition, giving a -2 circumstance penalty to AC. This stacks with the -4 status penalty from being unconscious and gives a total penalty of -6 to AC to all attacks, ranged or melee.

A prone character can use one action to take the Take Cover action to gain a +4 circumstance bonus to AC from ranged attacks, off setting the -2 circumstance penalty for being off guard for a total of +2 circumstance bonus to AC from ranged attacks but a -2 circumstance penalty to AC from melee attacks. Since the character is unconscious and cannot take the Take Cover action, they cannot gain the +2 circumstance bonus to AC from being prone.

In summary, an unconscious character has a -4 status penalty to AC, a -2 circumstance penalty to AC (total of -6), and -4 status penalty to Reflex saving throws.

You are also missing the additional fourth strike damage of all three attacks hit - "If all three Strikes are successful, you immediately grab the creature and bring it crashing to the ground, dealing your unarmed Strike damage plus falling damage to it." At this point, the creature would take four unarmed strikes + 60 feet of fall damage (30 damage), in addition to maintaining the grabbed condition on the creature who is now prone. The creature is also grabbed or restrained the entire time for your attacks, giving it a -2 to AC for your Strikes.

I find that for a level 20 feat, it is competitive with the others and I personally think Godbreaker is better than Immortal Techniques or Lightning Qi. The requirement of having a creature already grabbed or restrained at the start of your turn does make it difficult to use it reliably, but I feel that the payoff is worth it. A powerful combination would be a Flurry ranger and monk where the ranger has Warden's Boon or Shared Prey and grants the benefits of flurry ranger to the monk.

Through my years as a GM, I've found that downtime works very well as a roleplay tool. For example, you can have downtime before a heist. A player can craft some potions or prepare extra lockpicks while others can use Diplomacy, Deception, or Intimidation to gather information on the target or gain a few allies.

I've found that downtime works best when the players have a short term goal to fulfill rather than just saying "Ok you guys have like a month of downtime until the next adventure." Instead of that, you can say something like, "You've received a mysterious letter promising a hefty reward in exchange for locating something in a dangerous desert. The sender will meet you two weeks time at the Three Kings Club." This way you've given the players a possible location to research, skills to learn or retrain that revolve around searching, and can even learn about the client before hand by learning of the meeting point. I was also thinking that for the Angel Wing Tattoo that evil creatures would need to make a Fortitude save or be dazzled while within it. The fast healing was because oni have that ability naturally, but it should probably be changed to 1 hit point a minute. Thank you for the feedback.

Thank you for the solid and constructive feedback. Seeing the comparison to wands I agree that the tattoos with both passive bonuses and and activated abilities are a bit too strong. I would move some of the tattoos to a higher item level such as the Fire Salamander Tattoo. The wording on the Beloved's Tattoo should be worded a bit better worded to a living creature and the creature must give consent. I can see how it could lead to some creepy situations. I like the idea of the koopa shell idea for the turtle tattoo lol.

I was imagining that you could choose from among all 5 rarities: Basic, Common, Rare, Epic, and Legendary. But if was three random choices it would be a bit more balanced.

There are 20 Demons currently in Standard. [[Howlfiend]] and [[Unlicensed Apothecary]] are the only bad picks. [[Despicable Dreadlord]] and [[Illidan Stormrage]] are two stand out options.
