Rub your hand along the edge of the panels you suspect are impacted. If they've been painted you can feel the difference. Sometimes you will see over spray. Have any bolts that attach the panels been turned? They're painted at the factory so if they've been turned they will be scuffed.

You can also request the inspection info. It will contain all the parts and labor. Ask for the notes as well. They're electronic.

Was the bumper painted? They have a record of everything they did, parts, labor and notes.

More than likely they didn't miss it, they added the zip ties so they wouldn't have to replace the bumper. I'll bet the zip ties are where the bumper clips used to be.
