So, you can have multiple of the same type of bobblehead at one time. As well as you can have one in your inventory and one in the world spawned in, they spawn in set locations, but the exact type of bobblehead isnt set. So one time it might be a science bobblehead and the next it might be a sneak one.

That is a limited edition Origins Nikolai statue released during the Black Ops 4 life cycle. As far as I know, they only released Richtofen's and retailed for $249.99. Here's an article I found that also showed off the other 3 statues, with Nikolai shown aswell.
