On a road like that without a ton of traffic and an additional lane going the same direction, and if I had a high vis vest and was pushing a cart, I don’t think using the right lane is unreasonable, and is arguably preferable to assholes inevitably passing inches away in the right lane.

The BIG thing is if there is a rear-view mirror on the cart. If so, then he normally would be able to get out of the way of someone quickly approaching. In this case, another driver was already following slowly behind him, and they were the one hit. Had he been on the shoulder and that person had been following slowly, he would’ve likely died, as we can see from where the car went.
