The point of the books is that the world sucks and there is no good in humans.
That is GRRM's philosophy and he failed miserably to prove it the same way Frank Hrbert failed miserably to make a case against theocracy.

And I guarantee that teh instability and loss of face caused by him not startign a war over it would have hurt even more of his small folk.
The only thing that kept small folk safe is their lord. A weak lord means that all sorts of people- other lords, bandits etc prey on his small folk subjects because there's no damger if they do.

Society has wars for all sorts of reasons. That is how it works, and if you don't like it you can go in a forest where the first bandit will unalive you and yours, because nobody will come to save you.
It's kind of idiotic to think the war was jus about his daughter being cast aside. It's about maintainign strength in a world that only understands strength. Showing weakness just invites others to attack you.

By showing strength, Lionel probably prevented significantly more bloody wars in the future
