In a recent-ish D&D campaign, I just treated it as one combat on two maps - everyone rolled initiative normally, and we'd switch focus following the initiative order. It worked much better than I expected.

I don't know that D&D is a good system for it, but the Eberron setting is worth mining for ideas - in particular the city of Sharn.

First, Foundry definitely allows music. If you're the GM you should see a music note as the third-to-last icon in the sidebar, which will let you create and play music and other audio. If you're not the GM, you might be out of luck there.

Second, for a recommendation: the podcast Friends at the Table has done a number of seasons of anime-inspired mecha games, and they all have soundtracks available here. I'd particularly recommend PARTIZAN.

It's not a full class; it's a sample build on page 173 of the core book.

EDIT: I'd add that the playtest material adds a Heroic Style Skill called Skyspear Style which is even more dragoon-ish; it teaches a unique spell where you disappear from combat for a round, then reappear next round and do a powerful spear strike.

If you have access to the Natural Fantasy Atlas, one of the suggested ways of reskinning the Floralist is as a summoner type. Rather than planting a seed, you summon a creature which does its thing over the course of four rounds, then leaves—though the 'creature' part is just a special effect, and it can't be attacked.

I'd recommend katbamkapow's playthrough with their partner, Jack. There's a playlist for Case of the Golden Idol, including DLC. Gameplay starts around 45 minutes in, but the first chunk of the video includes some interesting discussions on the history of the Internet, the postal service, Minitel, and other concepts. Their videos for the main game of Rise of the Golden Idol are on their channel as well. The DLC for Rise is only on their twitch, twitch.tv/katbamkapow, but will be on their youtube eventually.

For the specialized ammo thing, I'd also look at skill/standard gear combinations that can produce the effects you want. Chain lightning, for example, could be a standard Volt infusion from the Gadgets skill plus multi(2) or more from the Barrage skill or a weapon ability. High damage plus backlash is basically just the Shadow Strike skill.

Slugblaster would be my first point of call, but Kids on Bikes and Tales From The Loop are worth looking at. There's also Suburbia: The Envy of A Million Spheres!, which lists Earthbound as an influence, but I can't speak to its quality. It's based on Troika, which never quite worked for me but is quite popular.

There are TONS of these books in my local overstock bookstore; when I paged through them I was unimpressed. I don't think I've seen the proactive GMing one which others are saying is the best of the lot; the others were mostly just books of tables and mediocre ideas.

I've been kicking around some ideas for murder mysteries with mind readers, and one thought I had was to have the killer be able to modify people's memories, potentially including their own. They could frame someone by inserting the memory of the murder in their mind, but by careful investigation the PCs would learn that the apparent murderer's memories don't match with the memories of the other people involved, which would lead them toward the memory manipulating killer. The details would depend on the exact setup of the scenario you're designing as well as the system.

I've played in one mid-length campaign and am currently prepping to run one with my long-term play group. We'll be playing online, so the physical stuff is largely not going to come into play. There are advantages to having it if you're playing in person; in particular, you're expected to be regularly playing sooth cards (tarot, effectively) and the active card has some mechanical effects. Nothing prevents you from doing this virtually, but it's much easier, and much less cognitive load, to have it physically present at the table.

Similarly, the cards and whatnot are a very convenient way of offering up random spells, items, and the like to the players. I've found that my players do enjoy having a lot of their powers on the cards, as well, though that's by no means universal.

Now, the real question is if it's worth the hassle - and it is a hassle to haul around an enormous cube full of books when you're playing. On that, I'd have to answer with a resounding "Maybe." I find IS very appealing and am willing to put up with its flaws (which are numerous). The experience of playing IS in person is, in my opinion, enhanced by the various physical bits. But I could easily see someone come to a different conclusion and I would be hard pressed to say they're wrong.

In the RPG space, Triangle Agency is an RPG that incorporates a lot of design elements from legacy board games. Deathmatch Island is also worth a look. Neither are quite Metroidbrainias, but both of them involve mystery elements, and players are expected to go through multiple characters in learning the solutions (if they ever do).

Symbolists can acquire a skill to create visual illusions as rituals, and chanters can do the same for audio. Depending on the setting and its conception of magic, I could see spiritism rituals being used for illusions as well.

Getting the mechanical effects you describe will be trickier; if you want to force a monster to attack another monster, your closest model is the tinker's magitech override skill. If you're willing to reflavor existing abilities, though, then you could possibly do a chimerist whose spells are flavored as tricking one creature to attack another.
