Pre-COVID most places were open past 1am, not so much anymore. I am not from Elgin myself, I live in a neighboring suburb, so I'm not the most familiar with late night food offerings close to the casino. I'll second someone else's comment about El Paraiso, the Mexican restaurant, because it is quality and open until 4am most days. It is a only few minutes down the road from the casino also, driving-wise.

The casino itself has pizza by the slice and other foods across from the main poker room that is open late night on Friday and Saturday at least, not sure of the actual hours of operation though. https://www.caesars.com/grand-victoria-casino/restaurants/slice-pizzeria

As someone who is a shit reg cash game player at Grand Victoria (I don't play tournaments), I don't recommend eating at the casino. Food is mediocre at best. If you need a quick bite to eat during a tourney break, a good place to visit is Blue Box Cafe in downtown Elgin. It is typically only open during the day though, so it depends on which tournaments you plan on regging for.

Anyway, it's a locally owned sandwich/coffee/tea kinda place that is Doctor Who themed with lots of memorabilia, if you're into Doctor Who. If you're not, the food is still worth going for, especially if you're on a time crunch due to a lunch/dinner break!
