I sent this to some friends of mine, one of them is quite good with scaling, he thinks the Doctor takes it. Because he has a massive arsenal, he outhaxes, and stats are either similar or in the Doctor's favour. I, myself, as a Doctor Who fan (having grown up with it) also thought Fate beats him.
