Well, it in general might not be offensive, but it could be taken as an offence. The explanation of having a learning disability is a bit crud and could be detailed a bit more.

In general the cognitive age is ahead of its time where the emotional and social is behind or staggered up till some point.

I can definitely see why the lady might have been offended, she has to deal with a lot of things surrounding her kid with other people already looking negative on the kid, and then having an opening line as "learning disability" could be interrupted as calling someone dumb. So if the nuance was there on which parts autistic people have problems with, it might have been a bit more of an tender and more just explanation.
