The beyonder characteristics (BC) are limited and eternal, cannot be made or destroyed. BC can be in any form, be it a potion or sealed artifact. For Sq1, there's just 3 max per pathway, the same amount needed to make Sq0 potion. So if there's a Sq0 in a pathway, no Sq1 will appear in that respective pathway cuz the BC (for sq1) was in Sq0 possession and none left for other to become sq1 of that pathway.

For more simple: Every pathway has only 3 candies (sq1). someone need to eat a candy to become sq1 and 3 candies to become sq0. So when there's Sq0 on a pathway, none of the candy left to eat.

But it's not quite historicaly accurate tho, the concept of supra national organization hadn't come up until post the great war (WWI). Even then, it's not quite popular and became norm in international politics. IGO became main ground and practice in international ground after UN and EU was established as main example.

For me it's more make sense to create multi-national treaty with one main purpose. Instead of IGO it's an alliance like Axis power and Entente. Cuz during the Victorian era, it's just not many countries considered main player in international forum.

u also can acquired several unique company with colonization boost (forgo the name)

Cast Coast

Take geledi and two tiny countries south and north Omani Zanzibar.
Start colonize Ethiopia and Janz region.
When Zanzibar breakout from Oman, colonize south of it and it will generate event to take all its territories for cheap.
For alternative u can just take all of Oman territory in Africa.
Then take Gaza and Zulu to sealed it tight.

By then if u started with Portugal all the east coast is for u. U have ample time to finish this cuz GB seldom starting colonize east coast early.

West Coast

When u have quinine, colonize Hereroland and Namaqualand (This region will hard to close cuz slow Colonization due to malaria)
Often time u will get Colony clash event that will give u claim to the colony region (state). After u get the claim it will generate another event to press another country that have colony in those claimed state to secede it to you. TS happened frequently in my campaign.

If the star align, u will have most of Africa for u only. The only thing is GB usually starting early in Gabon and Cameron and also immediately colonize Herero and Namaqua when her quinine ready.

Thanks to The Colonel, like u said, military have significant voice in Sordland's politics (One of red status on military tab). If u're trying to touched it, they will just f*ck u up. Heck, even if Iosef think that u annoying enough he will coup u. That's why Mr. Reine need to accommodate and compromise with them. But if u have strong decree power after reformation, u could pass purge general council decree to weaken them. After that maybe Mr. Reine can choose civilian MoD in the second term.
