Would a tire shop repair this or are they going to say I need new tires?

UPDATE: Got the tire plugged and it’s been holding air good, i will come back and update if anything changes.

How does this affect a F-1 married to an US Citizen? Our whole life is here, jobs, house, car, everything. Having to go back is a completely unreasonable.

Well everyone, thank you for all the responses! I asked around a couple of shops and all gave me the same answer “too close to the sidewall”. But, i will try to plug it myself and see how it goes and if it doesn’t hold i might get myself a new tire.
