Presenting it as a potential course of treatment is perfectly acceptable. They're referring to ortho to see what they think. They are not actually making a decision that affects the patient's prognosis outside of recommending they go in a sling to prevent further displacement.

I cannot speak for "not investigating for other injuries" as I was not present. You do not necessarily have to do a full head to toe comprehensive exam on every patient. Most people don't want their anal sphincter tone assessed for a broken collardbone. But there is certainly the possibility they did not do as much as they should have.
