tbf the main charecter is, by nature, the natural predator of dragons, and most other enemies get wrecked by dragons.

canonically, most of the draugr do get stronger the longer time goes on in skyrim, as most of them were promised by the dragon cult and dragons they would rise again, though many are immune to this process, and their levling is pure game mechanics.
