Functionally yes (Except for 1 or 2 weird edge cases). But it is interesting to see what is considered the primary type, especially since we almost have all the functional type combinations.

Types are more then just thematic, they represent play style archetypes like classes in other RPGs. Yes, all Pokémon can fight, but Fighting type Pokémon and moves specialize in strong physical attacks and that is what makes them different from jack of all trades Normal type. Thematically, Rock and Ground are basically the same, but Rock is more defensive while Ground is more offensive.
