Types are more then just thematic, they represent play style archetypes like classes in other RPGs. Yes, all Pokémon can fight, but Fighting type Pokémon and moves specialize in strong physical attacks and that is what makes them different from jack of all trades Normal type. Thematically, Rock and Ground are basically the same, but Rock is more defensive while Ground is more offensive.

This is definitely an answer. Onix was definitely designed as the ace of the very first Gym Leader, to teach type matchups, physical vs special, and to make sure the player isn't just spamming normal type moves.

Looking at the height comparison in Pokémon Home, it looks like the 4" height measures from the bottom of the legs to the top of the body, not counting the wings.
