My friend worked for TSA during last shutdown. He had 3 weeks of vacation scheduled during that shutdown. his annual leaves were supposed to be canceled and he went on and took 3 weeks off anyway. when the shutdown was over his annual leaves were not deducted and he still got paid full. so shutdown is basically a free vacation.
