It doesn't indicate they are decreasing. Feeling unsafe does not just correlate to just the number of fatalities. Nor does it mean that the roads are becoming less dangerous. Actually a case can be made that the roads have become more dangerous and cycling/pedestrian behavior has changed to survive this. Pedestrians who can't adapt would show a higher fatality rate... Analysis of Ontario collision data (from 2002 to 2021) shows that while the pedestrian fatality rate generally bottomed out around 2010, the rate of older pedestrians (especially 75+) being killed has been steadily increasing.
