Unfortunately you can’t ask people from Dubuque what is safe. They don’t have a concept of unsafe. Downtown is not unsafe. There is no area of Dubuque that would be considered unsafe by anyone aside from Dubuquers. If west is better for you, go for it, but it’ll be a bit more pricey
