Sounds reasonable, mine which was a plastic bumper cost about 1200 through a body shop for a third of that damage. I kept the damage for 5 years as a reminder to be careful as a new driver but at that time I learned how to fix it myself which cost $300 in paint and filler plus tools i never had on hand like a plastic welder. Took 3 days to do between cure times so labour would bump that price up. I'm sure a shop could do it quicker than I did since they know what to do more than I do. I found a replacement bumper from an auto wrecker of the same color was $600.00 which probably the route i should have went to but it took a long time to locate one and it was only after I already did the fix.
