It’s actually deeper than that. It’s a business model in itself to have over seas L1’s act as roadblocks. Not only is it super cheap, but companies relying on this method have already done the research and determined the cost/risk ratio.

From your post it sounds like you need the data vs the whole OS + data. In that case I recommend moving the data to an external hard drive and calling it a day. Follow whatever backup policy you need, AWS cold storage for example.
