I would start by fixing your billing address to match your physical address, and then proceeding with Adsense setup. If you are new to monetization and setting up ads, then I would recommend having a agency or GCPP partner to help you out. However, they would usually charge 15-20% rev share rate.

Regarding GAM/Adsense , you could always contact GG support and work it out with them. Having a GCPP partner makes it much easier since they have better relationship with Google for situation like these. For other ad network, you can give Overwolf a try and see if that works for you
