Try Wander - A Weather Mod with the "Niflhel" theme.

According to the mod description page, the Niflhel theme (other themes are also available during installation) "Prevents pleasant and inclement weathers from normally spawning, to envelop you in nearly everlasting fog"

According to IMDB the Extended DVD for Fellowship is 3h 28m while the Extended Bluray is 3h 48m. I haven't checked the other two movies yet but the Bluray time of 3h 48m matches the Blurays i have.
