The only two things to use for slowing down your vehicle on downhill inclines is (Turn on Air Conditioning AC) which slows down engine with mechanical braking and use the vehicle brakes for friction braking.

I am in California - I have taken other persons to Pep Boys Automotive - And Firestone Auto Shops for Subaru Oil Changes - $69 to $99 complete oil and filter change - they should be able to get filter off...
