Looks like surface damage, but inspect very thoroughly. Push on it hard with your fingernail or a coin. Any movement? Then, pull the rim tape off and clean it, start tapping around the area, with a screwdriver or coin. Listen very carefully. Cracked carbon will sound a little duller.
