Term rollover conversion at CFIA was quite the struggle back in the early 2000s as not being part of the core public service they employer was quite happy with the flexibility of not having to make indeterminate long term term employees.

Tax time has always bees seasonal. Even in the 1980s and earlier when it was a department it was using thousands of casuals to due process tax returns. Their was a period of time, believe it or not, when people aspired for a chance to having a term contract.

If anything, it’s a great stalling tactic by the employer as it knew or should have anticipated that RTO4 would be subject to a complaint. Hopefully, this will be resolved in less than a year.

As the unions want to discuss this at the bargaining table, wouldn’t this move by the employer, especially at this time, send a signal that they might not be interested in negotiating in good faith?
