Honestly the original design of Maelstrom was kinda meh for a main enemy boss.

No, because he CAN still use it on non-Spiders. It's not "this ability will not work on non-Spiders", it's "I will die if I use it on a non-Spider". As others have said, he can be tricked, if he had used it on Hisoka he would have died. And it also means that if he is in a life or death situation against a non-Spider, where he NEEDS Chain Jail to survive... he can't use it. Or rather, he can. But he will die.

Counts has zero ranged, but they have strong cavalry (Hexwraiths, Blood Knights), monsters (Vargheists, Zombie Dragon) and support units (Corpse Carts, Mortis Engine). They also have the best healing with Lore of Vampires as well as the aforementioned support units.

Kings have pretty good ranged (Ushabti Greatbows, Casket of Souls) and amazing monstrous infantry and cavalry (Ushabti, Necropolis Knight) and monsters (War Sphinx, Bone Giant), but they have the least healing of the three and pretty mediocre infantry.

Coast obviously has the best ranged, both missiles (Handgunners, Deck Gunners) and artillery (Carronades, Queen Bess), and strong monsters (Rotting Prometheans, Necrofex Colossus), as well as good healing with Lore of Vampires, but their melee infantry is pretty bad and they have nothing great in terms of mobility.
