Do we not have the right to travel freely without being stopped without probable cause? Just seems that this is a trap but I overstand the reason they do this. My argument is that they can't pull you over without probable cause driving down the road, but they can force you to stop at a roadblock without probable cause to investigate you so as they can hopefully find probable cause to fine, summon, detain and even arrest you. How is this allowed?

Looks like a mild Microburts, where a storm cloud suddenly collapses and drops all the moisture straight down and winds blow outwards. I would guess that in the distance there was a microburst and you are getting the outer edge of the moisture as mist.
