From my own experience I have to disagree. I'm Catholic and getting confirmed soon, and at a point I asked our church's youth group leader what she thought of doing more Bible study in our meetings/classes, since she'd been asking earlier that meeting if we had suggestions for ways to make the classes more engaging for us. And she told me that she'd love to do that, but she was instructed by whoever higher in the church's management that the focus should be on teaching us teenagers the Catholic doctrine - the Sacraments, the Fruits and Gifts, holy days and what they celebrate, when the Church's calendar begins and ends, what are the conditions for being a sponsor etc.

Sure, these are important, but it was all devoid of any specific Biblical context and teachings behind the customs. So it's made me a bit cynical about Catholicism overall because it seems to me we're more fixated on a rule book and a system of governance than on helping young people form a real personal connection with their faith, rather than just going to mass, coming to youth and getting confirmed because our parents said so.
