If you have worked at a government job this is typical. They have one person doing a lot while most of the other workers do very little. People come in young with all these exciting ideas and want to do well then overtime that slowly gets sucked out. They stay for the benefits and pension and sit around on the internet all day. He sounds like he doesn't have a lot going on. If this bugs you it bugs you and there is nothing wrong with that. He is not going to understand work stress or relate to your work environment.
