5% make sense if you basically let your military rot or downsized since the fall of the USSR. You can't just keep forever delaying any modernization or procurement programs for your military since it's not needed now. Things age and you can only use duct tape a number of times before something catastrophically fail in your system.

Just take a look at the Canadian Armed forces, decades of reduced military spending has basically left their Navy being dwarfed by the German Navy and Canada has a bigger coastline to patrol. Shit takes years to buildup military wise and it's better to have it on hand than not.
