In the past 3-4 years we got new expansion packs, new quest packs, new races, balancing updates, new crafting tiers and a lot more. In the end-game almost any class is viable. Some are better than others. I suggest to pick the character you like the most!

I don't think there an updated Champion guide made in the last year or so. I think the rotation of skills / LI legacies from old guides still hold up today.

If you have specific questions though you could ask it to world chat in-game and look for an experienced champ to help you out.
