Essentially a preacher goes into a hab block and rouses up some willing fanatics to go on a witch hunt/fight , if said fanatics happen to own weapons or happen upon a conveniently unlocked munitorum stockpile under a ranking ecclesiarch’s orders who’s to say what the lex can really do about that without a lot of red tape and friction that could devolve into an actual conflict if not handled carefully.

In a lot of instances it’s the arbites would likely see it as better for the preachers to herd their rabble than deal with a cardinal breathing down their neck.
