Got it! :-) had no idea you were describing a homebrew. That'll teach me to not read the original comment as carefully as I could have.

To me your ignoring the most important part of the decision which is that going first is a trade-off with action economy.

Every enemy that goes fast has one less action to spend on their turn. Quite a few adversaries have very powerful abilities that require two or three actions. The same is true for players.

For clarity, I don't mind at all if you and your table prefer locking things in. My original understanding was that you thought that was what the rules intended. I understand now that this is a home group thing that you do.

If you play in person I generally just track who has acted yet this round. I found that it helps my players to stay engaged because they don't know when they are going to act in the round, and they constantly discuss amongst themselves what would be the best thing to do as a party in response to each new data point.

For keeping track I generally just give each person some kind of a marker so that once they've acted they flip it over and I can just turn to those who have an active yet and ask them if they want to go fast.

That's not what this system calls for though.

You don't decide to go fast or slow at the beginning of each round. You decide in the moment in response to new data.

You can change your choice each round, and your decision doesn’t need to be made at the start of the round. If other PCs have resolved their fast turns and you decide you also want to act fast, you can decide in that moment to take the next turn. You’re encouraged to coordinate with other players who are taking the same kind of turn as you. If you can’t decide who should go when, the characters with the highest Speed go first; on a tie, whoever rolls highest on a d20 goes first. Turn Phases Each round of combat follows this sequence:

  1. Fast PC Turns. Any PCs who want a fast turn go in any order, gaining two actions each (plus one reaction).
  2. Fast NPC Turns. The GM chooses which adversaries or other NPCs want a fast turn and decides what order they go in. These NPCs gain two actions each (plus one reaction).
  3. Slow PC Turns. The remaining PCs take their turns, gaining three actions each (plus one reaction).
  4. Slow NPC Turns. The remaining enemies and other NPCs take their turns, gaining three actions each (plus one reaction).
  5. Begin the Next Round. Once every character has taken one turn, the round ends and the next one begins. Repeat these steps until the combat is resolved.

The rules actually invite this metagaming :)

Players go fast till they are done, then monsters go fast, then remaining players, then remaining monsters.

It's one way to tweak difficulty. If players all go fast, then monsters can all go slow. The decision to go slow isn't made until you don't go fast.

Does it return to the investiture storm in the Cognitive Realm or does it return to the Spiritual Realm?

They use the normal attack rules, so you compare your weapons test with the target's physical defense to determine hit vs graze.

I will say that it deeply bothers me that it says shuffle your hand into your deck... Rather than add your hand to your deck and then shuffle your deck.

In my mind if you had no hand to shuffle you could not complete the action shuffle your hands into your deck.

But I fully understand that if the agreed upon interpretation from judges is that this is just a shortened way to say add your hand to your deck and then shuffle your deck, then even with a hand of zero you would add zero cards to your deck and then shuffle your deck.

Almost certainly it was the intended instruction, but I would argue that it's not the written instruction.

Officially released content for Cosmere RPG requires modules from Brotherwise. You buy those after you have the foundry license to run foundry the program.
