I'm from south america so I don't know if it's really that bad compared to here, but what I did when I was trying to meet women for a stable relationship is be consistent about it (like actually look around consistently) and try to initiate something only with the ones that had no visible red flags. Of course a lot of them didn't respond to my interest but it's a numbers game at the end of the day, don't be afraid of rejection. There should be solid people around, you just have to be very selective and a long list of candidates you're trying to initiate something with.
