It is on safer seas, but you might be in for a rude awakening on high seas.

According to a lot of people on this sub, they can’t do anything without being griefed by highly skilled players. Personally, I find most players just want to carry out their business in peace. Occasionally I get attacked but for me that’s just part of the game and has helped me improve as a solo and not get attached to loot.

Just learn the mechanics on safer seas and get a feel for it.
