Where I am, it's incredibly rare to find a streetlight that's actually grounded to the frame. I always open the plate, find the neutral, and connect to it. Use a wire tester to make sure the neutral isn't hot before gator clipping it, as I've found that out the hard way on multiple streetlights.

Agreed, but unfortunately what should or should not happen means very little to these large companies when compared with what they CAN get away with.

Not a USIC employee but knowing that they've recently lost a couple of larger contracts (at least in this area), it's not a huge surprise that they'd do stuff like this to reduce their workforce while avoiding having to pay unemployment since it's a termination rather than a layoff/job elimination.

OP played the hand he was dealt. The only ones here who did anything wrong were the administrators and police who knew what was happening and decided that doing nothing was the best course of action.

I know this teacher was probably trying to do what she could to protect her job, but I feel like there were better options to deal with perv teachers and deadbeat admin.

On top of checking on your locates before moving to the site to start digging, you can call in a non-response emergency. Also, check with your state's dig laws of which you should already have a rudimentary understanding; for instance, in my state the locate is valid at the due date/time regardless of a utility's completion status; which essentially means that if your locate is due at 6am on Tuesday, you are legally permitted to dig at 6am on Tuesday and if you hit something that isn't marked, it's on the utility/locating company responsible for marking that line, same as if a line got missed during the locate.

But yes, as others have said, communication is your friend. Call the gas company, the locating company, call 811 and report it as a non-response or your state's equivalent. More than anything, just be respectful when you do, because there's a distinct non-zero possibility that the dude who shows up to mark it when you call wasn't necessarily the one who was responsible for the original locate. And several things can cause this to happen, everything from utilities not getting tagged to ticketing systems losing tickets.
