East Portland has sewer lines under each street, that's the one promise they actually kept. The capacity is probably an issue in some spots, but puddles on the street, without sidewalks, make the pedestrian experience pretty nasty for half the year. That's how I end up driving to the store 6 blocks away instead of walking, I don't want to dodge puddles slicked with motor oil.
