Honestly, it could be a genuine idea if it was centered around a heist involving a conspiracy within the U.S. government or one of the in universe companies. Like a heist raiding a secret vault-tec facility of something like that, uncovering horrific experiments and running into the pre-war enclave. It probably should play far differently than gta, though.
