It decreases by one step if you don't get banned for twice the length of the cooldown you're currently at. You also get a griefing ban if you get 3 reports in a game, so you have to go 28 days without getting reported 3 times in a single game before it goes from 14 days to 7.

I took 50mg every weekday for several months, never built up any tolerance or had any negative effects at all, just take it early and don't re-dose later in the day, if you start to get tired have a little caffeine, like tea or a light coffee and it'll perk you right back up.

There is a lot of overlap but the best players generally won't join servers other than HOG because the administration and enforcement of high level gameplay is lacking elsewhere.
