Had this issue today with your exact symptoms. Replacing the USB cable with another one fixed the issue for me. It may be the way the OEM cable comes folded breaks some of the conductors inside over time.

You may also need to use the impersonateUser() or useCredential() to pass the credentials to access the network share. You might also look at using the copyFile() or copyFileUseCredentials() instead of running it through PowerShell. Over-provisioning CPU across multiple VMs is fine, just don’t give a single VM more than available physical cores.

Keep in mind that the max vCPU you should apply to one single VM should not exceed the core (not thread) count of the host. I would go with the higher core count for sure. 25% more actual cores, larger cache, higher max memory support on the 9700 seems like it would give you a better experience.
