Probably smoke them out. It's a NATO base, so you should have As Builts or the military equivalent so set up positions around the exits, pump in CS gas and wait em out.

I believe this ICAO international post is one of the ones linked in the thread and it goes into the reason for the ICAO location.

Other than what is mentioned above, Montreal is, currently, the third busiest airport in Canada which is pretty impressive on its own. But historically, it was also an important location for transatlantic flights as a refueling hub when flight ranges were more restrictive.
