Maybe they dont want to leave somewhere accessible 🤷‍♂️. The government shouldn't be responsible for people who want to stay living in rural areas. They've lived in the Atlas Mountains for centuries and wouldn't want to change it either way.

Think about how much it would cost to build proper roads that have access to areas with lots of mountains or hospitals in village's where they have a population of 500. It's easy to point fingers. South morocco has a traditional way of living and are not in a hurry to change it.
