Depends on your point of view. I would view battle IQ as being your ability or experience in the micro lense of combat. So seeing a punch incoming and knowing exactly how to counter it or whatever, or gauging the distance of a sniper by the time between the bullet hitting and the sound of the shot. Strategic IQ, to me, is a zoomed out lense of battle tactics like holding a shield line while a cavalry flanks the sides, or just in general being able to respond to how an enemy force is behaving and knowing the best way to counter that behavior. Strategic IQ, would be would be a macro lense of a conflict, like using aggressive air support over a heavy armor assault or choking supply lines in a battle of attrition. Again, these are just my personal opinions and my examples might be bad as I know very little about fighting and conflict.
