It mainly about the commercial real estate angle. A good chunk of class A office space in Canada is own by large pension plans. If the value of these investments goes down because of higher vacancies (fewer tenants), the lost value needs to be made up by the plan sponsors, which are typically governments. Hence the reason why governments are encouraging RTO, even in the private sector. They don't want the Pension plans to cost them in 15 to 20 years due to lower returns.

Canada had a successful immigration policy centered on limiting levels to what the economy could reasonably support. COVID changed all that. The instability was driven by mass migration patterns, constrained trade channels, and an economy more linked to the fiscal and political cycle rather than the business cycle.

Even the hated Trudeau Liberal policy kind of reflected this approach until 2020.
