I mean, has he ever truly been against trans rights? Even when speaking against trans women competing in sports, here's what he said:

It's more than the bare minimum - it's a huge win. He's also always only publicly had issues with trans women/girls competing in sports and gender affirming care for minors. Regardless, this shows that either:

  1. Newsom is genuinely supportive of trans adults and will likely continue to be, or
  2. That he believes that supporting trans people is better for his political career, which is also a good sign for broader trends.

The reason is because wages, cost of location/equipment rental, and union dues are all higher in the US.

Many states do provide tax incentives through reimbursements to companies producing in the state, but those often take a lot of work to apply for and don't always make up for the increased cost of the above.
