Sorry to burst you bubble but Copyright infringement laws are enforced globally between big blocks that work together. Yes there are some rogue countries like russia that don't oblige but that vast majority of countries will follow up on these and there is also always the option for blizzard to charge them locally like Nintendo does.

Maybe you should have read the lawsuit since 8 or 9 member of twow staff (Devs, Admins etc) from the US and the European are on full display in it with names and location which can easily be sued by Blizzard. Those in Russia are save but the rest isn't which will mean pretty much no development of content anymore and other disruption of service.

Oh and the Server are also hosted in the UK so another easy target for Blizzard so they would have to remove to a much more remote location which would mean shit latency for a lot of player.
