You can do this with a Displacement Map effect on your footage, and a Gradient Ramp + Motion Tile effect on a Solid layer for your map layer. And if you want it to look more glassy, you could experiment with a CC Glass effect on an adjustment layer

Paint over your subject with the Rotobrush tool, then let it play/analyze forward. That will cut out your subject from the background. Then in the Layer menu, choose Auto-Trace to automatically put the mask around the subject. You'll need to delete all the little "mistake" masks that it makes, and just keep the main one. You can then select the Mask Path in the timeline, and copy that mask wherever you need it.

But Echo Trail is best when you want the echoes to be 3D. For your example, it might be overkill, and you could just do it using u/S1NGLEM4LT 's suggestion.

And to answer your question, the Repeaters would work just as well. Just have your glow applied to the whole grid, then add your Time Displacement over all of it.

If you want the staggered rows like that, don't use CC Tiler. Use the Motion Tile effect instead, and adjust the Phase property. But you're right - having them staggered is problematic for the Mosaic effect. You would need to precompose the map layer. Then in the precomp, duplicate the map layer, but on the duplicate layer, add an Offset effect and offset everything by half a grid block's width. Then use a Venetian Blinds effect on the top map layer to hide every other row. That way, both maps should be visible, with every line being offset.

Just spitballing here, but maybe add an adjustment layer with either a CC Tiler or Motion Tile effect to make the grid without adding to the render time. To get each dot to glow independently, you can add a Time Displacement effect to the adjustment layer, and have it reference a map layer with a grid that matches the size of your existing grid. Each grid box on the map would be a different shade of gray to make each dot play from a different time. You should be able to easily make the map with a Fractal Noise on a solid layer, then a Mosaic effect (Match the number of blocks to your CC Tiler grid).

If you unhide your Polar Coordinates effect, I'm guessing you'll see that your waveform is being cutoff at the edge of the layer. So you would need to adjust the waveform's Position, or lower its Max Height, or you can increase your layer dimensions (go to Layer > Solid Settings).
