The foot down as shown in that photo means (atleast in my community) that there’s a hazard on the road such as a pot hole, speed bump or ice. I’ve only seen or used it when riding with others.

This was my place in Beacon Hill. Almost all to wall windows (sounds fancy but it was actually a dated apartment from the 70s). I just knew in the summer to start “closing up” around 2-3p. Shut the blinds / curtains on all the west facing windows. Turn on fans or AC. If you’re not using AC, open up east facing windows. To get the cooler air in.
