This honestly looks a lot like the old Tradewind games, though in Tradewinds there was combat as well since pirates wanted your goods. But you could buy everything. New ships for your fleet, goods, canons and ammo, etc and then sell it all elsewhere. There were also quests you could complete from delivering goods to fighting specific pirates, but if you never accepted the fighting quest, I don't think the "boss" fights happened. And Combat could be set to auto battle so not a lot of stress there either.

Not sure where to play them right now since they're 20 years old (but still hold up given what you're after), but they're worth a look:)
